California State Budget 2024-25 2024250. January budget proposal closes a $37.86 billion shortfall while protecting key investments in education, public safety, addressing homelessness, mental health care reform, and climate action. Confronted with a substantial shortfall, state leaders negotiated a budget package.

We estimate the state has $8.6 billion in one‑time and temporary spending slated for 2024‑25 that can be reduced entirely in order to address the serious budget problem. California will make widespread cuts to state government operations, prisons, housing programs and health care workforce development in order to maintain its social safety.
